Lunar Blessing with weapon swap not working?

I have a Talisman on my second weapon set. I activate Lunar Blessing. Then weapon swap over to my other weapon (Spear). The Lunar Blessing buff is still active, but I get no Extra Cold damage. This is not how it should work according to the tooltip of the skill, and I don't think it's how it used to work either, and I haven't seen any changes in any patch notes.

Has it always been like this?

Is Lunar Blessing not supposed to work with weapon swapping despite its description not stating any such thing?

As far as I know, Shapeshifting skills only work while transformed. As soon as you switch weapon you turn into human so the skill is canceled.
The skill is still active, but will only do damage when you switch back to wolf form.

GGG really should make that clear from the skill's description. Whenever you can interpret a text in more than one way that is a mistake on their part.
