Buff Roaring Staff by removing cooldown restriction

According to player statistics and builds, Roaring staff has 5% pickrate among the builds.

However the playrate for the Unleash skill is only 0.3%.
Which makes it so majority of players who even pick this over a chiming staff use it for its raw stats because the item was rolled/crafted well.
Not for the actual skill.


Possible buff I propose is to make it so it can empower spells that also have a cooldown. It's a small buff but opens up lot more creative use of the skill. Which would allow also to give our own spells cooldowns. Then repeat them with Unleash.

That's it. Simple small change.
