Skills not activating when selected with (PS5) controller

The issue could be with my controller, or it could be a bug.

I've been playing a pretty combo heavy biuld recently and I have noticed that I'm not getting skills when I press the bound buttont.

I've been making sure the skill is available, and observed the border of the skill highlight when I do select the skill, but the skill does not activate.
