An annointed notable within radius will stop a very expensive inspired learning from working?

(Sorry, posted on the wrong forum before) Hi! Asking before buying. Or planning to buy actually, I'm short 50 div.
When I hover with my cursor on top of the annointed notable in game, it says "unnalocated".
But intuition says it will count. It's a difficult decision cause stuff like like takes long to sell and I just got all this currency cause I droped a hinekora's. And honestly, I don't think I will have this ammount again, this league.

I am no expert, but it is late season, and not sure how many are still looking at the forum.

My experience is that the game is typically very literal. An anoint gives you the notable, but it is not officially allocated (my anoint also says it is unallocated). So I would assume Inspired Learning would not be active if this was your fourth. Since you are obviously already pathing in this area to get three others, why not just path to this fourth one too and anoint a different notable?

(Also, Inspired Learning is selling for only a few chaos, unless you are not in standard Mirage league.)

You need min 4 notables allocated to work. So that i don't think anointed notable would count in the 4

It's the foulborn inspired learning.
It needs to have no notables allocated in radius to work. I have an annoint in radius, that i can't negociate.
The jewel costs 280 divines+
And yes, I'm in mirage.

turn out i bought one during Keepers league.

It seems like anointed notable did disable the jewel
(using this setup to test)
