Please clarify Phased Form and ES recharge interaction.

Chronomancer lost its recoup synergy, and CD reduction, and in turn got an RNG echo and Phased Form.

ES has been nerfed to extremely unreliable levels of recovery. If the secondary hit from Phased Form interrupts ES recharge, that is incredible anti-synergy and will make the ascendancy feel awful to play.

These patch notes do not bode well for pure ES builds unless base recharge speed was being changed to 2s like POE1, or we are getting Wicked Ward.

Chronomancer is already looking less desirable to play, and basically unplayable if Phased Form interrupts ES recharge, and I think this needs to be clarified and /or adjusted before people league start another bait ascendancy.
