Buffer/Armour mechanism for Monsters

If you want to make POE2 combo based but still fast pace.
Then why don’t you implement something similar to a “Buffer” mechanism. Monsters fully mitigate first hit, once their buffer/armour is removed, players can now deal damage. Seems like a good approach to force players to mash 2x buttons. I think the game would look visually more appealing, more satisfying to the player. But in reality, will just force people to search for a more variety of builds- Damage Over Time builds, movement skill(dash/leap/teleport) to pop buffer -> followed by main skill. idk, food for thought, I believe best game-play and theory-crafting comes from problems that the community are solving.
