The Perfect Essence of Battle now provides +3 to Level of all Attack Skills on Two Hand Melee Weapons or Crossbows (previously +5), and +2 to Level of all Attack Skills on One Handed Melee Weapons or Bows (previously +3).

Now people who join late or newbies stand no chance of making proper weapon to start mapping.

Quick napkin math:

When starting mapping at level 65 your whirling assault skill gem is about level 15 and lets say you get +1 gloves +1 amulet so total level is 17.

Level 17 whirling assault = 131% attack damage

Patch 0.4 essence gives +5 levels = lvl22 = 190% attack damage
Patch 0.5 essence gives +3 levels = lvl20 = 163% attack damage

190% / 163% = 1.1656

So, currently we are getting 16.5% more damage compared to what we are going to get next league. Sure its a difference, but not going to make or break your build. It is still easy way to get one good suffix to your weapon early on.

Capping gear levels will balance the game once for ever.
Right now amulets got untouched. It's an unfinished and sketchy work.
