Why is the sustainable practices node so bad? (Pathfinder ascendancy)

Introduction: Data taken from poeninja (Fate of Vaal League HC)
The standard is clear.
HC: Top Pathfinder players have 7k to 17k evasion rating.
Node description: 50% of evasion rating also grants Elemental Damage Reduction.

Judging by the description, this is a strong defensive mechanic, but only 10% of Pathfinder players on HC use this node.

What am I missing?
