How to know if item mod effects are local or global?

Is there some general rule to what kind of mod effects are local on an item or global on the character? Maybe I’m overthinking this… but it seems to be a bit inconsistent. There is no ui indication either to make sure so sometimes Im just confused.

As a general rule, if an item's base type has a certain base stat, any mod that interacts with these stats will be local:

- %armour/es/evasion on armour items
- %physical damage on martial weapons
- attack speed and crit chance on martial weapons
- %spirit on scepters

The exception are conditional or scaling mods like "attack speed per dex" etc.
