Unique item skills need to be flexible, some mechanic to raise/lower their 'gem' level to the player

The Lifesprig problem is thus, the wand is a twink leveling item. When it drops from higher item level content on your main character, the skill level of the item is tied to its iLevel and the level requirement to equip it is tied to the skill level.

An iLevel 1 LS has level 1 mana drain, sells for 50 divine (end of league inflation) because its actually a twink item. If you don't drop the leveling item with a skill while your leveling, it won't be a leveling item, and this is true for any item that has a skill on it. 0.5 is coming with a LOT of cool item skills, and they're going to suffer this problem AND not getting 6L for that skill until you hit the iLevel breakpoint of 90(?) for the item. --- Skills on items need to scale with the character level of the character using them, I don't even want the iLevel to cap for the skill. I want leveling uniques with skills on them to be useable and not god awful expensive. I want the new uniques with skills on them to be available for play. If not scaling with character level, then let us use uncut gems and jeweler's orbs to upgrade the skills. I don't care what the answer is, I just hate the way it works now. The new uniques with skills will not see play if we can't get 6l on them and if we can't use our builds with them because we can't get access to them. "I can't play my real build because I need to reach this level requirement as fast as I can, and when I get there my character will change fundamentally as I need a different set of gear." <- This sucks. Its also just kind of silly that to avoid this in the current system, I need to find/buy several copies of the same 'UNIQUE' item with different iLevels to upgrade the skill I'm using from it.
