Living Lightning 1 Should Also Scale with Strength, but at a Lesser Value Than Living Lightning 2

So, I was thinking, that Living Lightning 1 should scale in Strength, just like Living Lightning 2, except at a lesser value. Users planning on using the strength-scaling version of Living Lightning have no equivalent to use until level 4 supports are available. So I think it would make sense for Living Lightning 1 to scale with Strength, like its successor, but just at a lesser value.
