[Suggestion] New Quicksilver Charm Base for Patch 0.5

For upcoming Content Patch 0.5, I would like to propose to GGG to add a new charm base called “Quicksilver Charm” that grants you +20% Increased Movement Speed for 4 seconds when you kill a rare or unique enemy. By restricting the trigger to high-value targets only (Rares/Uniques), this ensures players cannot maintain 100% uptime just by running through packs of white mobs.

Quicksilver Charm
Requires: Level 40
Lasts 4.00 Seconds
Consumes 40 of 40 Charges on use
Grants you +20% Increased Movement Speed for 4 seconds
Used when you Kill a Rare or Unique Enemy
