Is Corrupted Blood Broken on Monsters?

I usually dont get the "corrupted blood cannot be inflicted on you". Instead put it on my life flask. I always feel like this spell is broken on minions because as soon as I get in their range I get between 6 to 10 corrupted blood debuff immediately in the blink(not even in second). There is definitely something fishy. What do you think?
