Will adding quality to ascendancy & item skills work next league? (spirit walker)

As far as I know we're never been able to get quality on skills gained from ascendancies or from unique items despite all those skills having quality bonuses.
My understanding of the reason for this is that those skills are not gems. I noticed big quality bonus on some of the Spirit Walker's bear skill. It would be really be a tilt to loose 20% more minion damage & 20% more minion life from that ascendancy point if this still doesn't work. Its intended to not be able to use normal quality on it i think? Since its not a gem...
The quality on there is just for any global quality modifiers or support gems. |

If stuff like Dalias is going to be the only way to get quality they should probably have a support that's just quality with no levels or something
