[Feedback] Move Eye of Winter from T13 to T9

I would like to propose to GGG to move Eye of Winter Skill Gem from Tier 13 (Level 52) to Tier 9 (Level 31), which puts it on the same tier as Frost Wall. This would allow players to build around Eye of Winter during the campaign around Act 3. To keep things relatively balanced, they could scale down the cold damage to match Tier 9 skill gems.

Who else wants Eye of Winter lowered in tier ?
