Charged Staff doesn't work after shapeshifting to wolf and back

The Charged Staff buff stays on the character but doesn't do anything when shapeshifting into wolf and back. I have not tested other shapeshifts.

Even if the buff is still on you after shapeshifting back to human, and you reapply the buff while it's still up, it doesn't do anything. The timer gets refreshed but there's no actual waves of lightning coming out of the character.

Only when the buff fully drops, and you apply it again in human form, it works again.
