Suggestion for Item Skills in PoE2

Hi! I have been playing since launch day and I'm the type of player that creates anywhere from 6 - 8 characters each league because I like trying out and playing a bunch of different playstyles/builds.

A major pain point I've found while playing early access is the level requirements for items/uniques that offer skills. Sometimes having an item that should ideally be utilized early game having a requirement of lvl 80+ due to the area level where it dropped causing the requirement to skyrocket.

My suggestion is this -- if possible -- can you remove the skill level on item skills and have it naturally level up as the character levels up? Similar to the ascendancy skills or player base skills -- increasing level and gem slots throughout the characters life.

This would allow unique items that typically are not utilized endgame to be used by second, third, fourth, etc. characters that people play as they level. It would also allow baseline level requirements to be implemented so you can set the level at which you'd like players to start using the items. As a bonus, it would also simplify searching for uniques/rares to buy, as the skill level on the item wouldn't matter.
