Fragmentation Rounds & Ice Crystals

The description for Fragmentation Rounds says that if the bolts hit an Ice Crystal, it will explode, yet when I tried it with Frozen Locus via weapon swapping, it doesn't do anything. This would've been a really cool interaction.
