Make rune system more like skill gem system

Right now, the odds of getting the rune you want/need is very slim because the number of rune types is huge. I think it’d make sense to make the rune system more similar to the skill gem system, where all rune drops are blank runes, similar to “uncut skill gems”.

Clicking on a rune would open a menu where you can choose from different rune types (damage, resist, etc).

Just like with skill gem tiers, runes can have tiers. Right now, there’s 3 tiers. So it’ll be very easy to do a quick craft (unless you’re constantly using up all your blank runes), because you go to the runes stash tab, grab a blank rune and make what you need. No longer is there the “I have 25 runes but I don’t need any of these, I need X”
