Concealed Opulence chest found behind wall in Vaal City area but not in city will not open

I found a Concealed Opulence chest found behind wall in Vaal City area but not in city will not open. I tried several things. tried explosives. tried luring other monsters in area. tried coming back to mine camp and going back but to no luck.
