'Bloodsoaked character effect' very bugged for months (expensive supporter pack item)

Please prioritize fixing this, as it seems like an easy fix, and is a paid item.

IMPORTANT NOTE: I noticed this bug only occurs while the weapon effect is also active. Could be limited to certain weapon effects. I am currently using the "imperator weapon effect". After certain tests, it seems to only happen while using this particular weapon effect, of the ones I own. Please fix. Both the blood effect and weapon effect are supporter pack items I paid money for:
