Outside of not enough cross pollination of mechanics on the tree, like Warcry nodes near the Monk as one example, the main culprit that inhibits build variation would be the amount of points required to attain notables in clusters.
The travel points of attributes and jewels don't change much between PoE and PoE2, the clusters in PoE are typically 2-3 points, where the mastery point tops it off at 3-4 average, while in PoE2 the clusters are 4-5 points average. It's rather noticable if you take two level 70 characters in both games and see how far and how many cluster you can grab. The weapon swap tree system falls by the way aside as yes, you get more points and seemless swapping between the two trees, but when the cross pollination on the tree is low, you don't get vastly different styles mixing. It's rather hard to get a mace and a quartstaff combo going, crossboves and staves-wands and for talismans. While the identity of these weapons and passives should be preserved for flavour, a more generic aproach to nodes with less investement needed would let people experiment more with notables that give bonuses other than strictly more damage and improved "QoL" passives, like Remnant pick up range and charm notables.
