[theory request] FlickerCocBV Scion

Just curious, thought about it but I don't have a full library of every item + mod in my head to make it work at a end game level, so I came here to ask any theory crafters just how much dps/ehp YOU can crank out this idea:

The requirements:

- scion
- main skill flicker of power (normal works too) +coc +BV
- tanky/or enough dmg to clear normal end game bosses
- main dps must come from this BV (or additional coc/gear linked proc spells).

I just threw some random stuff on a old STD scion, mid gems, mid map, did a test run: sure, packs die in a few hits but it didn't seem like it was going anywhere.
Played around in pob and everything stayed weak there too.

Budget doesn't matter, it's just a show of knowledge and skill here,
who can make "the best build" with these conditions?

Don't say "just do this other build..." no, it's these exact requirements,
that is the game now. All just to see if there's any potential or not.
