Ahn's Citadel doesn't work with desecrated Mace modifier

The modifier reads "Skills which create fissures have a x% chance to create an additional fissure". This works on skills which by default create fissures, but not skills supported by Ahn's Citadel to create fissures from walls.
Either the wording on the modifier is incorrect, or the modifier itself is checking for native fissure properties on a skill, but not acquired properties from supports such as Ahn's Citadel. To me, it is the latter, since the wording seems chosen to explicitly allow any skill which could create a fissure to create an additional. I have repeated sunder dozens of times with the mod, and it does give me a second fissure. I have repeated shield wall with Ahn's Citadel dozens of times and it never gives me a second fissure. Upheaval does however work on it, as does Kaom's, and they are not chance based. I have yet to test the new Druid-adjacent notable which shares the same wording. Edit: Ok, so it seems it might not be tied directly to Ahn's, but these modifiers do sometimes work, but it is based on the % chance you have, and I guess the zone seed. It appears to roll the chance per map instance, and use the result every time, since I can go to some zones and always create 2 fissures, but then other zones I never create 2.
