Enkindling Orb's "Reduced Charges per use" does not apply to Concoction skills

Hello,

it seems that the Enkindling Orb's enchantment "Reduced Charges per use" does not apply to Concoction Skills (in the sense that it reduces the amount of Flask Charges consumed). However, the Chemist's prefix (28-26 reduced Charges per use) *does* apply to the Charge consumption of the Concoction skill, which makes the behaviour inconsistent. Is that intended?

EDIT: nvm, I was wrong, both enchantment and prefix do not apply to charge consumption.
