Enduring Composure may be bugged.

I am currently playing a Rage Vortex Berserker with Eternal Apple set-up. Before I respeced from Juggernaut, I could generate Endurance Charges thanks to its Ascendancy Tree.

I've switched to Berserker, placed the small cluster with Enduring Composure and it is no generating any Endurance Charges, even when I'm HIT.

Please control it, my build relies on charge generation.

Fixed it! Apparently I had zero Endurance Charges.....

Was about to say--with 3 Fragilities, your min and max were the same, so you couldn't gain any.
