Body armor not giving movement speed penalty

Got a glorious plate that dosent seem to give movement speed penalty at all from wearing body armor.

There are a few exceptions: Plate Vest has a -3% penalty instead of 5%, Glorious Plate and Assassin's Garb have no penalty.
