ATTACK POWER CONSISTENTLY DISAPPEARING

i’m playing on Xbox series x, S_dCat at a level 72 Stormweaver. My attack power consistently cuts . It was 9446 on spark gem and cut to 2347 during a gameplay. This keeps happening irregardless of which character I played - poison deadeye, spark blood mage. Also my skills are not leveling up when I equipped a plus to lightening skills or all spells skills staff or wand .
