Unable to complete quest - POE2

Act 2 Ancient vows quest - where you have to drop 2 relics and complete them in titan valley to get the reward...

Level 66+ character in early maps, realized i have not collected the other relic
went back to famr the relic, but it just doesnt drop.
Cleared like 35+ zones, mainly titan valley and keth but also others

Pretty sure something is broken. I only dropped one while leveling, but going back for the other is impossible.

It just doesnt drop

PS: It drops on other low level char while leveling, so the quest itself isnt broken, its something with my high level character.

Keth/Lost City = Kabala Clan

"Can drop randomly from Serpent Clan or Serpent Shaman enemies in Keth and The Lost City."

Bone pits = Sun Clan

"Can drop randomly from Sun Clan Scavenger enemies in The Bone Pits."
