Lightening skills not scale with items with plus levels to skills on equipped items

S_dCat is my character name a\. Stormweaver at level 67 . My lightening skill gems are not scaling with the items I equip with plus levels to lightening skills . I’m using a voltaic staff with plus levels to skills but my skill gems Spark and Arc are not scaling with it
