Don't lock "Reduced MS Penalty" to ascendancies or the right side of the skill tree

Being able to move while attacking should be one of poe 2's selling point imo, it's not only something fun to do but it also affects balance

Avoiding damage while attacking makes the game easier, and classes that can't do that are playing a different game, an inferior version that is more difficult and not as fun imho, more melee skills need this feature

I'm not asking for Pathfinder levels of mobility, just a small value that can be slightly increased with Augments and/or affixes

Any close-range fighter needs to have good footwork after all, but the way this was implemented in poe 2 just made the gap between ranged and melee even bigger
