PoE2 Unable to Debuff enemies

While running maps I became unable to debuff enemies with exposure from frost bomb or curse them with ele weakness. Map modifiers are 18% chance to bleed 38% increased rarity and periodically enfeeble. Tier 14 Rupture map. Not sure how to upload an image here. I have a screen shot of a rare in the map if needed.
