Constant frame stutter

So I just built a new PC and have basically waited an entire year to play PoE 2 since release because the frame stutter got so bad on my old PC the game was unplayable with no solution in site.

Now I have a brand new PC:

- Radeon AMD RX 9070XT
- AMD Ryzen 7 7800X3D
- 32 GB DDR5 RAM

And day 1 I download PoE 2, and it ran like butter. Zero issues.

Now on the 2nd day of playing I have this constant small frame stutter that happens every second now. Larger mobs and actions dont increase it, but its permanently there and don't know how to fix it.
