Uncut active skill and support gems

At the current time being, we have 2 requirements for skills and 1 for support gems.
- First being the point to have the right skill gem/support gem in an uncut form. - Second having the right Character Level. So why not just simplify this and make instead of 20 different uncut skill gems, ONE! Since Skills are anyway bound to level of the character. - Additionally make them get XP the same way we have it in PoE1. In this case we get player power through playing the game, even if we die, we still get XP for the gems and don't need to buy them at some point. Also do 1 version of a uncut support gem instead of 5 and bind support gems to level to same way skill gems are. - Because at the current situation most people don't play more as 1 character and so the whole gem system with different levels has only one effect. Making uncut support gems 5 the only one that matter, while the others are just wasted. Yes we can get down to level 1 support gems with an uncut support gem level 5, which is but only interesting for people which play more as 1 character per season. Taking away more of the RNG elements in the game and giving the players straight up ways to actively improve a character in the campaign, so that we not need to nerf bosses with every patch and league and make the encounters actually interesting again. BALANCING BOSSES needs more as just this, but I am sure that alone through this change the power of "+1 to X skill" wouldn't be that strong anymore or at least not a mandatory stat for basic leveling gear and giving the players more freedom!
