Move Frost Bomb to higher tier

I know this skill has already been nerfed. It no longer allows you to lower the resistance of higher level enemies if you don't upgrade the frost bomb level. I think it's been balanced very well for higher levels.


However, what could be noticed during the races was that practically every class took an additional 1 level skill gem from Clearfell and engrave it into the Frost Bomb.


Damage from the bomb itself is not that high, but the resistance reduction it gives is so much OP at early stage of the game, especially with the mercenary's grenades.


Moving this skill to tier 3 or 5 would prevent everyone from choosing this skill at the start, e.g. due to too low intelligence, such a move would balance the start of the game

Similar thing with contagion (haven't seen it much recently so maybe it was nerfed?)

I just don't like this "most optimal skill to level up, so use it!" thing, especially in early game, every league start stream/video becomes a copy of each other
