Scourge Arrow of Menace + Lioneye's Glare Bow

Hi, there seems to be an issue where the Scourge Arrow of Menace doesn't' work with the repeat stat from Lioneye's Glare, I'm wondering if it's because the original skill has a Channeling tag.
