The only time that i've seen GGG do any sort of IP ban is when they do blanket bans (and they don't even really do them any more due to how easy it is to bypass)
In the past these sorts of ban were to do with hacks and or bots concentrated in some areas of the globle. Ancestral Bond. It's a thing that does stuff. -Vipermagi
