Temple Beacon does not spawn on Sun Temple Map

Running Sun Temple map. I have full cleared the whole map. The VAAL Temple ruins appeared next too the centre of the map on level 1. The VAAL Tmple ruins failed to proc the Temple Beacon and grant crystals. I have seen this issue before in the same map.
