Fruiting Astrolabe - incorrect ordering of applying modifiers?

My assumption is that the "Tier 3 Harvest Seeds in Area have 9% chance to be upgraded to Tier 4" astrolabe modifier is being applied BEFORE the "Harvest Crops in area have 63% increased chance to contain Tier 3 plants" modifier... because the former modifier is listed before the latter modifier. I have to assume that would be unintended behavior.
