PoE2 Citadel PS5

Hello. When PoE2 first came out, I could see the citadels, but in seasons 2, 3, and 4, I never, ever saw any. I'm playing on a PS5. I have over 1000 hours of playtime and still no citadels appear. It's been a long time since I stopped playing this season (season 4). My friend started playing, and I downloaded the game to help him. My friend reached the endgame and saw 7 citadels on the first day. I haven't seen a single one in 45 days.
