Ngamahu's Flame feels forgotten and needs a buff

Ngamahu's Flame is an iconic unique in PoE but it could really use a buff, feels like its just so weak in the current state. The issue is that the 20% chance to trigger Molten Burst is just too low. You're always limited with this % trigger chance so I dont even know why it has a cooldown to begin with.
