Microtransaction not given after payment completion

I purchased the Blood Tornado Rare Finisher Effect and clicked Buy. The transaction said it was complete, and my coins were deducted, but the item never appeared in my account.

At first I thought there might be a delay in receiving purchased items, so I waited two days, but I still have not received the effect.

I’m reaching out to request either the item be added to my account or, if that is not possible, a refund of the coins spent.
