Red harvest boss refusing to transition to 2nd phase for 6 minutes straight

I've started recording ~5 minutes into the fight. This have been in the game for forever and exists for all harvest bosses, despite claims that it has been fixed. It hasn't been. For whatever reason to unbug the bosses in these states, you have to run around, and at some point when nothing happens to them they seem to unbug. But if you don't reposition them, they endlessly stay invulnerable and lock in that phase.
