is there a lore reason mobs can't go through portals? I think it's more likely for monsters to go through first while you're standing there using the device. Same thing for town portal lol

No, and further, portals seem to be almost entirely a gameplay abstraction, not a in universe one.

Remember - when You do act 1 you just went through whole continent. But from gameplay one does not feels like. |

The Exile would be forced to hunt and source local foods (raiding cannible camps seem dubious, but the giant act 1 crabs might be fine, and raiding blackguard camps in act 3 for supplies would help). You could make a VERY different version of PoE 1's narrative in the first half by making it a survival-travel game with light combat. |

" I assume you mean the end of Act 4, but The Resonator means the Templar (or at least Dominous) have some ability to do teleportation. But that thing isn't exactly small, and looked much more experimental than proven tech, AND was tapping a huge power source, requiring very careful construction and placement. There was an implication it had never been used, and to insure himself against failure (or assassination), Dominus had instructed that the creator to go through it before he would just in case it teleported him into a wall or whatever. |
