UI pops up on its own without click

After closing the UI that appears when interacting with an NPC on the map,
the UI that I thought I had closed reappears on its own.

<repro steps>
1. Find Varashta on the map
2. Click on Varashta to interact with it
3. The Wishes UI will appear
4. Press the ESC key to close it
5. The Wishes UI may appear again even if you haven't clicked anything

The reproducibility is extremely low; it might occur once in every 100 attempts.
We have confirmed that similar issues occur not only with Mirage's Varashta, but also with Jun and Alva.
