Breach Scarab of instability force Ritual Spawns instead

This just started happening today on my character AmIGonnaBurnAgain where after blocking ritual on my atlas tree and grabbing most of the breach passives I started using scrabs of instability and ritual altars started spawning in my maps instead of extra unstable breaches

upon review it appears I have a shaped atlas region with ritual, however I'm not getting a lot of breach spawns still, not sure if the map has ran into the limit of how many mechanics it can spawn
