In 0.4 version they are completely useless. Loosing all on death without pickup too punishing for SSF and even in party play and new endgame changes I still assume 0 respawns working as a some kind of bonus for loot quality/quantity
Change it to % chance to loose 1 limb no matter if you get picked up or not. 150 % as a base for example ? On first roll it only gets damaged, doesnt work but you can still repair it at surgeon, only 2nd roll on same limb makes you perma loose it if you didnt repeair it.
