Divine Orb's prediction problems

Hello there,

Divine Orb's prediction doesn't works well for me:

with 3 tries (with an item level 83 rare cobalt jewel) it said 4% for the range " 2% - 4% increased attack and cast speed" and it turned out instead "3%.

Is it intended to be like that? Or is it a bug?

the only "prediction" is with hinekoras locks... and I doubt you are using them to divine a jewel(or anything for that matter, you only check divines with them when what your trying to do isn't a hit(checking exalts and such)

so the divine shows it can roll 2-4% and it rolled within that.
