Orb of dominance not elevating a mod

Hey so I'm kinda new to Poe and I think this is a bug, I used my orb of dominance on this boots and it didn't elevate the mod it just rerolled it as if it was a divine, idk if I made a mistake or if its a bug.

also, make sure your item has all influenced mod in T1

You probably upgraded the mod from T2 to T1.
