Gem Quality Doesn't Increase Stats

I have a Lightning Arrow gem that was quality 9%. I increased it a few times but never saw the stats increase. I just tried it again at the Ascendancy alter and increased it to 12%. The stats stayed the same. No change to anything other than the gem Quality. What good is increasing the quality if nothing improves? Is this a bug or am I missing something? I'm playing character RoysRangerMirage.

Hits up to 3 additional enemies near the target Additional Effects From Quality: Hits up to (0—2) additional enemies near the target 9% quality has no effect, 12% quality will give +1 to additional enemies and the total will be "Hits up to 4 additional enemies near the target" |
